COSTA MESA CITY COUNCIL PREVIEW

CECIL PLACE

Because of the large amount of public testimony on the Home Ranch

project, the City Council has essentially cleared the agenda except for a

couple of small items -- one being a controversial application to build

additional small lot units on an Eastside property.

City Manager Allan Roeder said the city contacted applicant Michael

Schrock and asked if the city could continue the item for another two

weeks.

Earlier this summer, Schrock applied for a petition to rezone his

$800,000 property in order to build two more houses behind the existing

two-story house in the 200 block of Cecil Place that Schrock plans to

occupy.

Despite a loud outcry of opposition, the Planning Commission voted 3-2

on Aug. 27 to recommend the rezoning application based on advice from the

city’s Planning Department.

Under the city’s residential zoning standards, Schrock could have

rearranged the property lines and built all three houses, Planning

Commissioner Bruce Garlich said after recommending the project in August.

The City Council decided at the Oct. 1 meeting to give Schrock until

Nov. 5 to alter the development of two small-lot houses he had proposed

for his 18,000-square-foot property. If the plans come back with

substantial changes, council members will then have the option of sending

it back to the Planning Commission for review.

WHAT TO EXPECT

The council is expected to continue this item to Nov. 13.
