WHAT HAPPENED:

The board approved Edison High School’s plan to submit an application

to the California Department of Education for a Specialized Secondary

Program planning grant in the amount of $35,000 for the 2002-03 school

year.

WHAT IT MEANS:

If awarded, the funds will be used to develop a three-year

interdisciplinary program that prepares students for careers in visual

design and communication.

HUNTINGTON BEACH CITY DISTRICT WRAP-UP

WHAT HAPPENED:

The board approved a four-week summer session for Sowers Middle School

and Huntington Seacliff School, a four-week extended year program for

special day class students currently enrolled at Hawes Elementary School

and a three-week intensive reading program at Huntington Seacliff School,

which will focus on literacy for students enrolled in kindergarten

through third grade.

WHAT IT MEANS:

The summer sessions at elementary and middle school levels will

provide academic and enrichment core instruction, a basic skills

proficiency and a focus on fluency for English-language learners. The

intensive reading program is a remedial reading program offered to

students based on teacher recommendation.

OCEAN VIEW SCHOOL DISTRICT WRAP-UP

WHAT HAPPENED:

The board approved AB1200, which requires that school district

governing boards must certify, twice a year, the district’s ability to

meet its financial obligations for the remainder of the fiscal year and

the subsequent two fiscal years.

WHAT IT MEANS:

Ocean View School District’s first interim report must be submitted to

the Orange County Department of Education for review by Dec. 15. It will

show that the district will be able to meet its required financial

obligations in all funds. A copy is available at the district office for

public perusal.

WHAT HAPPENED:

The board approved plans to fund the middle school

gymnasium/auditorium project using Certificates of Participation

financing. Board Member Barbara Boskovich cast the “no” vote.

WHAT IT MEANS:

Resolution No. 51:0102 authorizes the execution and delivery of

documents relating to the sale and delivery of Certificates of

Participation. This will allow the district to grant a leasehold interest

in an “unencumbered” asset, such as one of its school sites, to a

nonprofit corporation. The nonprofit corporation for this transaction

will be the California School Boards Assn. The approval authorizes

District Supt. James Tarwater and Chief Financial Officer Mary Lou

Beckmann to complete and sign all necessary documents.

WHAT HAPPENED:

A unanimous vote was cast to to bid out contracts for four

gymnasium/auditorium projects.

WHAT IT MEANS:

The estimated costs of the gymnasium/aduitorium project was discussed

in a study session Tuesday. The project is estimated to cost “around $13

million,” said one district official. Two years ago, the original cost

was estimated at $12 million, or $3 million for each of the four school

sites. The project exceeds the bid limits and will require a formal

bidding process, which will be completed by contractors under the

management of Douglas E. Barnhart, construction manager.
