The Citizens Oversight Committee, established by the Board of

Education of the Laguna Beach Unified School District in March of 2001,

recently submitted its quarterly report to the Board.

The focus of the committee has switched gears as the construction

projects and expenditures at El Morro, Thurston and Top of the World are

near competition. The Committee is getting ready to track the work to be

completed with the $39-million school modernization money that voters

approved in June 2001.

“We are defining the scope of this future project as well as the

timeliness and the budgets for all bond financed projects,” said Gary

Monroe.

“The COC has asked Architects LPA and McCarthy, the construction

manager, to refine the reporting process by prioritizing future projects

and funding allocations that reflect the commitments made to the voters

of Laguna Beach during the bond campaign last June. This document will be

an important tool in tracking bond expenditures and keeping the school

modernization project within budget,” Monroe continued.

This project and the experiences therein will help the district plan

for future construction and give them the tools to facilitate the

modernization of all the school sites.
