WHAT HAPPENED: The board approved payments...

WHAT HAPPENED:

The board approved payments totaling $1,417,827 from the General

Obligation Bonds.

WHAT IT MEANS:

The payments will be drawn from various bond fund budgets listed

for construction and engineering fees for Thurston Middle, Top of the

World Elementary and El Morro Elementary schools.

WHAT HAPPENED:

The board approved change proposal requests and printing and

reproduction expenses totaling $174,937 that are related to Phase II

construction at El Morro Elementary School.

WHAT IT MEANS:

The change proposals were required after field conditions at El

Morro Elementary School differed from the scope of work originally

contracted for site grading, utilities, landscaping and wall

construction. The printing and reproduction expenses were incurred to

produce bid documents and plan sets for the approved contractors. The

payments will be made in part from the Construction Manager’s

Contingency Fund and from the Laguna Beach Unified School District’s

Contingency Fund.

WHAT HAPPENED:

The board reviewed Board Policy 9014: Conflict of Interest and

Disclosure Code as required by the Fair Political Reform Act of 1974.

WHAT IT MEANS:

The Political Reform Act requires every level of local government

to review its conflict of interest code biennially to determine if it

is accurate or that the code should be amended. Initially this item

had been before the board on Aug. 27 and the board directed staff to

have the policy reviewed by county counsel. The policy with

recommended language and appendices was approved.
