areas of city government with a lot of fluff and get rid of them. I
don’t think the current City Council can do that.”
* NEWPORT BEACH’S GENERAL PLAN AMENDMENT:
“Since [the process] has already started, [council members] can
either nod [their] heads and accept it on face value or go into each
area and determine what it means. You can’t leave that up to the
staff. It’s up to the City Council to make sure to read everything.”

“It was totally improperly done in the stealth of night. It was a
jack-booted thug kind of mentality, trying to take advantage of
people sleeping.”

* TEACHERS IN UNDERPERFORMING SCHOOLS:
“Once a school is considered underperforming, teachers should be
placed on ‘probationary evaluation.’ Any teacher not performing up to
necessary standards should be transferred and any replacement teacher
should earn an ‘incentive pay increase’ for transferring to an
underperforming school. Through attrition, loss of federal government
subsidy or dismissal, teachers’ feet need to be held near the fire in
underperforming schools.”
