GARCIA ON:

* CITY COUNCIL DISTRICTS:

I am opposed to this initiative. If council members were elected

from districts they would be competing among themselves for city

resources to address issues in their districts. By continuing to

elect council members at large, they must prioritize all issues on a

citywide basis.

* PROPOSITION 50:

Even though we would still be fighting for the money, I support

Proposition 50. It would mean we would not be using city resources.

Therefore, no new taxes would be put on the citizens of Huntington

Beach. It is a bond issue, so we would be taxed statewide.

* DEVELOPMENT:

Smart development is needed. I keep hearing about making

Huntington Beach an evening destination. Well, our city leaders need

to bring more for tourists and locals to do other than go to a hotel.

I feel we need to bring some sort of entertainment-type businesses to

our city.

* WATER QUALITY:

I would like to see the sewage fully treated without going into

the ocean. We need to start working with other cities and the state

to help with our urban runoff problems. If our water quality does not

improve, we will lose tourism dollars and the surfing programs will

find new places to hold their tours.

* BIGGEST ISSUE FACING HUNTINGTON BEACH:

Our infrastructure problems. I would, if elected, start by getting

the other newly elected council members to work with me at addressing

this problem.
