Here are some decisions coming out of this week’s meeting of the

Costa Mesa City Council.

PUBLIC IMPROVEMENTS FOR APPROVAL OF SUBDIVISION AND PARCEL MAPS

The council approved an ordinance that requires developers

proposing to subdivide land via a recorded parcel map to make full

improvements within the public right-of-way. This includes the

street, concrete curb and gutter, sidewalk and driveway approaches

where none exist next to the land at issue.

WHAT IT MEANS

Officials say the change will ensure that a developer will not

subdivide land and then sell individual parcels to parties that may

not be fully aware about the necessary improvements that are required

as part of future development of the land.

‘COSTA MESA BEAUTIFUL, COSTA MESA SAFE’ PROPOSAL

The council approved plans to explore Councilwoman Libby Cowan’s

proposal to improve Costa Mesa using the 19th Street/Placentia Avenue

corridor as a pilot project.

The objectives include looking at public/private partnership,

including increasing service levels and capital investment, and

possibly taking some unfunded portions of the 19th Streetscape plan

and finding money for them.

Staff will also explore a sanitation franchise fee and designating

the area a business improvement district. Allan Mansoor and Gary

Monahan dissented.

WHAT IT MEANS:

The staff will now look into the proposal and bring back cost and

other information to the council.

WHAT WAS SAID:

“I believe every [resident] deserves a clean and safe community,”

Cowan said.

“This is a proposal to see what is feasible and what’s not

feasible,” said Mayor Karen Robinson, reacting to opposition about

the cost. “I applaud Cowan for bringing it forward.”
