CONDITIONAL USE PERMIT

The applicant is requesting a permit for outdoor storage of

vehicles on his property near West 17th Street and Babcock Street.

The city’s zoning administrator approved the request on Jan. 16, but

Councilman Allan Mansoor appealed the decision, saying he would like

to see landscaping added to the lot to screen the vehicle storage

areas.

WHAT TO EXPECT

City planners recommend upholding the zoning administrator’s

approval since the use of the property is compatible with the general

industrial developments in the area. The vehicle storage areas will

not be readily visible from off site and will not be easily

distinguished from the cars that may be parked in the

customer/employee parking areas, city officials have said. There is

also room for a planter of approximately 200 square feet in front, so

the commission could decide to require that the applicant construct

the planter.

CHANGE MAKE-UP OF RESIDENTIAL PROPERTY

The development, in the 2500 block of Santa Ana Avenue, would

include nine small lots of separate single-family homes with attached

two-car garages and open parking in the driveways leading to the

garages. There are now 12 units on the property. Since design reviews

are required for projects containing three or more two-story

residences, the application must be approved by the commission.

WHAT TO EXPECT

City planners recommend approving the application to provide more

home ownership opportunities, with certain modifications to ensure

compatibility with the neighborhood.

SINGLE-STORY RETAIL BUILDING

The applicant is requesting approval of a master plan to construct

the building on a property previously occupied by a Mobil gas station

on East 17th Street.

In May 2001, the commission approved a master plan for the

location, but the property owner next door appealed the decision to

the City Council based on the building’s 25-foot height, which might

obstruct views of his shopping center. In July 2001, the council

approved the project with a reduced height of 18 feet, but since

construction did not start within a year, the master plan expired.

The applicant is now requesting a master plan for a 21-foot building

and site design.

WHAT TO EXPECT

City planners are recommending that the commission approve the

master plan since the design provides architectural interest and

would complement the remodeled Hillgren Square on East 17th Street to

the north.

TRINITY CHRISTIAN CENTER

The center is requesting approval of the permit to conduct

religious-related activities outside of the building, including

television programming. The center has conducted outside activities

in the past through a special event permit issued by the city. The

minor conditional use permit would allow it to conduct outdoor

activity on a permanent basis.

WHAT TO EXPECT

Because the commission was only able to visit the center to

evaluate the effects of the outside activity on surrounding

properties on Thursday, staff is recommending that the item be

continued to Feb. 24.
