Here are a few items that will be discussed at tonight’s Planning

Commission meeting:

RESIDENTIAL DEVELOPMENT STANDARDS AND DESIGN REVIEW PROCEDURES

Staff members have been reviewing the city’s standards and design

review procedures to make them more clear and consistent and take the

subjectivity out of the process. The review comes a year and a half

after standards were adopted that require every second-story addition

to pass muster on its compatibility and harmony with the

neighborhood, even if it meets all of the standards.

Councilman Gary Monahan has suggested only requiring projects to

go through the design review if they don’t conform to the standards.

The zoning department is also suggesting more specific and stringent

standards to make decisions more objective.

WHAT TO EXPECT

Staff is recommending continuing this issue until Mar. 10 to

provide additional time to develop the guidelines.

TRINITY CHRISTIAN CENTER PERMIT FOR OUTDOOR ACTIVITY

The church has a special event permit to conduct outdoor activity

on certain occasions. But when nearby residents complained that the

outdoor activity was occurring on a regular basis, the planning staff

advised Trinity of the need to obtain approval of a minor conditional

use permit. Typically, the zoning administrator reviews these

permits, but due to the amount of controversy associated with

Trinity’s operation, the request was forwarded to the Planning

Commission.

WHAT TO EXPECT

Staff members are recommending approval of the permit with certain

conditions, including that outdoor activity is conducted in a way

that allows for quiet enjoyment of the surrounding neighborhood.

REVIEW OF TRINITY CHRISTIAN CENTER’S CONDITIONAL USE PERMITS

As staff was investigating outdoor use of the center, a resident

complained about other issues, such as the parking of buses. So in

January, the commission requested that the conditional use permits

previously approved for Trinity be reviewed along with the current

request for outdoor activity.

WHAT TO EXPECT

Staff recommends approval of the permit with certain conditions,

including that the southerly and easterly walls be posted with signs

prohibiting the parking or staging of buses.
