A sticky time at City Hall

Stick ‘em up, people.
A limited number of business parking stickers are on sale at the
cashier’s desk at City Hall on a first come, first served basis.
The stickers, which represent a paid parking permit, will be sold
only to employees and owners of businesses in the Central Business
District. The district extends from past the turnoff into Laguna
Canyon Frontage Road, along Cliff Drive to Aster Street, and south to
Legion Street, bounded by Loma Terrace, Third, Mermaid and Glenneyre
streets. City staff will tell applicants if they don’t qualify.
Business stickers are at a premium. Only 150 are available.
The stickers cost $180 for one year, beginning Aug. 1. Enforcement
will begin after a month’s grace period. Permits will be pro-rated to
$90, starting Feb. 1, 2004.
Stickers should be placed on the left side of the rear bumper or
the outside lower left-hand corner of the rear window or they will
not be deemed valid.
Permits do not guarantee one of the between 70 and 115 available
parking spaces. Parking is permitted at meters on Cliff Drive between
Aster Street and Acacia Drive; Third Street between Mermaid Street
and Forest Avenue; and on Monday through Friday during the school
year, Sept. 4 to June 17, on the upper level of the Glenneyre Street
parking structure, the City Employee Lot between posted signs and the
eastbound side of Laguna Canyon Road.
Permits are not valid on Laguna Canyon Road during Festival
Season, June 27 to Aug. 31.
Fees are nonrefundable and nontransferable from vehicle to
vehicle. If a vehicle is damaged or sold or if there is a change in
the owner’s employment, the old sticker should be removed and turned
in for a replacement at a fee of $2. No old sticker, plan to pay full
price.
The city is also processing applications for residential parking
permits.
Applications were mailed to previous permit holders. Newcomers to
town should apply for the stickers at the cashier’s counter at City
Hall. Proof of residency is required. Previous permit holders who
have not received a renewal form may call 497-0733 and leave their
names, addresses and daytime phone numbers to have the application
mailed or go directly to City Hall.
The one-year residential permit is $200. Payment must be by check.
Enforcement will begin Sept. 1.
