Here are some of the items the commission will consider Monday:

MOBILE HOME PARK INTERIM ORDINANCE

The Planning Commission is set to consider an interim ordinance

that would pertain only to the conversion or closure of Snug Harbor

and El Nido trailer parks. At the Nov. 3 study session, the option of

an agreement between the city and Joe Brown, who owns these two

parks, was floated as an alternative to the interim ordinance.

The agreement would serve the same purpose as the interim

ordinance -- to set a procedure for closing a mobile home park and

define what kind of parks Snug Harbor and El Nido are, be it RV

parks, trailer parks or mobile home parks. Officials say it would

benefit the city and Brown because both would sign on. It would also

protect the city from any constitutional challenge that might be

launched against an ordinance and expedite the time it takes to

approve an interim ordinance.

WHAT TO EXPECT

Planning staff members are recommending continuing this item to

the Nov. 24 meeting to give the city attorney’s office more time to

respond to a letter from Brown’s attorney about state law and to have

more information on the agreement option.

MOBILE HOME PARK ORDINANCE

The commission is set to consider an ordinance to replace and

expand the current zoning code for mobile home park conversions. It

would also include mobile home park closures. The city is now limited

in how much authority it has over conversions and closures by state

law.

This ordinance would apply to conversions and closures after Snug

Harbor and El Nido, which would be covered by some sort of interim

ordinance or agreement.

WHAT TO EXPECT

Planning staff members are recommending this issue be continued

until January 2004 to give them sufficient time to give notice of and

conduct a town hall meeting for all interested park owners and

residents.

THEATER AND ARTS DISTRICT PLAN

The plan for the South Coast Plaza Town Center is required by the

three development agreements for the Segerstrom Town Center,

Segerstrom Center for the Arts and Two Town Center. Its goal is to

enhance the aesthetics of the significant parts of the public and

outdoor private spaces in Town Center with elements such as

landscaping and sculptures.

The plan was discussed at the May 19 study session and May 27

meeting. During these meetings, the commission requested additional

information related mainly to the content of the plan. The plan was

continued several times to allow the applicants -- the Orange County

Performing Arts Center, South Coast Repertory Theater, CommonWealth

Partners and South Coast Plaza -- to address these and other concerns

from planning staff members.

WHAT TO EXPECT

Planning staff members are recommending adoption of the plan.

“I think that everyone has shown good faith in trying to develop a

plan that is as consistent as anyone can make it with what the

development agreements envisioned,” commission Chairman Bruce Garlich

said. “[The agreements] laid out some expectations that were kind of

hard to deal with in terms of knowing all the public improvements

that might benefit the city over 20 years. Hopefully we can move it

along.”

RESTAURANT APPLICATION

Shaheen Sadeghi, owner of the Lab Anti Mall, wants to add a

Japanese sushi restaurant at the rear of the complex at 2930 Bristol

St. A permit is required because the restaurant will serve alcoholic

beverages, will be open past 11 p.m. and is within 200 feet of

residentially zoned property.

Parking required for the restaurant is proposed to be provided at

708 Randolph St. In June, the commission approved letting Sadeghi use

this area for off-site parking to serve the Lab. Because the

restaurant requires additional parking that will be provided on this

lot, a minor permit for off-site parking is included in this request.

WHAT TO EXPECT

Planning staff members are recommending approval of the

restaurant, but with limits on the hours -- that the restaurant close

by 11 p.m. Sunday through Thursday and by midnight on Friday and

Saturday.
