Here are some of the issues the council will consider tonight.

IKEA PARKING LOT

The council will consider a request from IKEA to change the Home

Ranch master plan and the North Costa Mesa Specific Plan to allow

construction of a new parking lot for its business at 1475 South

Coast Drive.

In November 2001, when the project was approved, 1,520 parking

spaces were proposed. But changes made to the parking lot during

construction resulted in there being only 1,430 parking spaces

available. IKEA bought the corner property next to its site and wants

to put a parking lot there.

Since this is a substantial change of use from the offices that

were approved for this site under the Home Ranch master plan, review

of the change is required.

The Planning Commission unanimously recommended approval in

October.

WHAT TO EXPECT

Development services and planning staff members recommend approval

subject to conditions, since the parking lot will be a permanent

addition to the IKEA project and since reducing office space will

reduce the number of car trips people make to and from Home Ranch.

“They’ve got a pretty well laid-out plan,” Councilman Mike

Scheafer said. “I don’t see any problems with it.”

TEWINKLE PARK IMPROVEMENTS FUNDING

The council will consider approving funding in the amount of about

$1.3 million for approved upgrades to the TeWinkle Park lake,

athletic complex and skateboard park.

The money would come from various funding sources, including

$100,000 from the TeWinkle Intermediate School parking lot

contribution and $133,000 for the construction of a traffic signal,

for which no location has been designated.

WHAT TO EXPECT

“It seems like staff has done a pretty good job identifying where

the money will come from, the projects that they recommend holding

off on. I think we can do that,” Scheafer said.

MOBILE HOME ORDINANCES

The council will decide whether it wants to provide direction to

the development services, planning staff members and the Planning

Commission on whether new rules for mobile home park conversions

should be applied to any pending mobile home park conversion

applications.

The commission is considering changes to the city’s zoning code

for mobile home park conversions. It will consider the issue again

Nov. 24.

Joe Brown has submitted a mobile home park conversion application

for two mobile home parks: Snug Harbor Village and El Nido.

If the new rules are applied to Brown, it could extend the

operation of El Nido and Snug Harbor Village for an estimated six

months beyond the closure date the property owner already told

tenants to expect.

WHAT TO EXPECT

“I’m concerned that one of the portions is retroactive,” Scheafer

said. “I’m not sure what kind of authority we have to do that.”
