Here are some items to be considered by the Newport Beach City

Council tonight.

PERMITS, BUSINESS LICENSES

Tonight’s study session, which will take place before the regular

meeting, will cover some important topics.

First, the council will hear a presentation by staff members on

procedures for obtaining a business license in the city, including

current fee structures. Then, in what likely will be a longer

discussion, the council will look at the fees the city charges for

special event permits. Specifically, it will look at whether it wants

to increase fees for special event permits.

WHAT TO EXPECT

It’s possible that tonight’s presentation on business licenses

will just be noted and filed. The special event permit process is

more likely to go further, perhaps appearing on a future council

agenda for a formal vote on changing the fees.

COUNCIL AGENDAS

In their regular meeting, council members will consider changing

the order in which they deal with city business. Earlier this year,

council members voted to move back the time when they hear comments

on items pulled from the consent calendar. However, they moved the

item until after public comments even though many seemed to think

they were voting to move it all the way to the end of the meeting.

Tonight, they will vote on moving the pulled consent calendar items

until the very end of the meeting.

WHAT TO EXPECT

Because this is what they thought they were approving last time,

it’s likely that council members will support the move tonight.

MORNING CANYON CHANNEL

Stream bed erosion, slope failures and invasion by nonnative

animal species are just some of the problems at Upper Morning Canyon

Channel that the city wants to fix. An item on tonight’s agenda could

set those improvements in motion: Council members will consider

whether to approve a $250,650 contract with RBF Consulting of Irvine

to prepare construction documents and obtain permits for the work.

WHAT TO EXPECT

Staff members have recommended that the council approve the

contract in order to reverse environmental problems there. It’s

likely that council members will take that advice.
