Here are a few of the items the council will consider Monday.

FIREWORKS ORDINANCE

Council members will consider an ordinance involving changes to

the sale of fireworks that council members approved in concept during

their last meeting. The changes, suggested by Councilman Mike

Scheafer, include not issuing new permits to operate fireworks stands

and reducing the number of stands to 40 through a lottery.

WHAT TO EXPECT

More fireworks, since some residents are still adamant about

wanting fireworks banned from the city altogether.

DOG EXERCISE AREA

The council will decide if staff members should spend any more

time researching and developing options for a dog exercise area at

Balearic Community Center in Estancia Park.

At the Jan. 28 Parks and Recreation Commission meeting, residents

from the Mesa Verde West area requested a portion of the Balearic

Community Center turf area be set aside for use as an off-leash dog

area for residents’ use only. Staff members spent about four hours

researching and preparing reports for the Parks and Recreation

Commission.

WHAT TO EXPECT

There is a desire for more dog-friendly areas in the city, since

Bark Park users have already asked for more space at TeWinkle Park,

but this one might not fly because it would be for residents of Mesa

Verde West only.

HOTEL ASSESSMENT

Council members will consider renewing the assessment that hotels

that are part of the Business Improvement Area pay. Currently, there

are seven hotels that participate in the improvement area. For these

hotels and motels, a 2% assessment is charged on overnight guests.

The money is then used by the Costa Mesa Conference and Visitor

Bureau to promote tourism in the city.

As part of the renewal process, all seven affected property owners

will be noticed of the assessment renewal and given an opportunity to

protest it through the public hearing process.

WHAT TO EXPECT

No surprises at this point, since this is just the first step of

the process and the council is following a specific procedure set up

by state law.
