Reagan to be honored on the Fourth of July

For the first time in many years, the U.S. flag will be flown at

half-staff on the Fourth of July, to mourn the death of former

President Ronald Reagan.

The proper protocol to fly the flag at half-staff is to first

raise it briskly to the top of the pole and then ceremoniously lower

it to half-staff, said Gil Lukosky, owner of Nikki’s Flags in Newport

Beach.

No other flags, such as the state, city or corporate flags, must

fly higher than the U.S. flag, he said.

In some situations, when it is not possible to fly a flag at

half-staff, displaying black ribbons above a full-staffed flag is an

appropriate alternative form of mourning, Lukosky said.

Church expansion meeting postponed

A Newport Beach Planning Commission hearing on expansion plans of

St. Andrew’s Church was rescheduled from tonight’s meeting to the

commission’s July 22 meeting.

Church leaders requested the change to avoid conflicting with the

Newport Harbor High School graduation ceremony set for today, city

senior planner James Campbell said.

Church plans include renovating the campus at 600 St. Andrews Road

between Clay and 15th streets by adding 39,950 square feet of

facilities that include a new youth and family center and building a

parking garage.

The July hearing is likely to be well attended by the project’s

supporters as well as neighbors, who are concerned about the traffic

and noise the project would add to the community.

Newport Beach Planning Commission meetings are held at 6:30 p.m.

in the City Council chambers at 3300 Newport Blvd. Meeting agendas
