Here are some one the items the council discussed Monday night:

SMOKING ON THE BEACH

The City Council introduced an ordinance that would ban smoking on

the city beaches and the Huntington Beach Pier. Beach smoking bans

have already been approved in Santa Monica, San Clemente, Los

Angeles, Oceanside and most recently, Sydney, Australia.

WHAT IT MEANS

At its next meeting on July 6 the council will discuss the

possibility of banning smoking on its city beaches and the pier.

The controversial measure, proposed by Councilman Gil Coerper in

May, will only apply to the 3.5 miles of city-owned beach, which

stretches from Beach Boulevard to Seapoint Avenue.

VANDALISM ACCOUNTABILITY PROGRAM

The council authorized the Police Department to apply for a

$29,704 grant from the state Board of Corrections for a juvenile

accountability block grant.

With the grant, a partnership would be formed with Community

Service Program Inc. to create a program that would have youths who

have been caught for vandalism to do community services to make

amends. The program would also include a program for parents that

would teach them to become more effective parents.

WHAT IT MEANS

The Police Department will apply for the state grant. If granted,

a 10% match of $3,300 will then be requires from the city. That money

has already been set aside in the 2003-04 budget.
