PROPOSITION 59
States that people have the right to access government information
concerning public business. It would require that the minutes of
government meetings and the writings of public officials be made
public record.
PROPOSITION 60
Allows any political party that participated in a primary election
to place on a general election ballot the candidate who received the
most votes among that party’s candidates. This proposition also
states that the proceeds from the sale of state property will be used
to pay off bonds, and once those bonds are paid off, remaining money
would be deposited in the Special Fund for Economic Uncertainties.
PROPOSITION 61
Provides for $750 million in bonds to be repaid from the state’s
general fund to eligible children’s hospitals for the construction,
expansion, remodeling, renovation, furnishing and equipping of those
hospitals.
PROPOSITION 62
Requires primaries to be held for elections in which voters may
vote for any state or federal candidate regardless of their party
registration.
PROPOSITION 63
Provides funds to counties for the expansion of services and to
develop innovative programs for mentally ill children, adults and
seniors.
PROPOSITION 64
Amends unfair business competition laws to limit an individual’s
right to sue by allowing private enforcement only if that individual
has been injured by and suffered loss because of an unfair business
practice.
PROPOSITION 65
Requires voter approval for any legislation that provides for a
reduction in local governments’ vehicle-license fee revenues,
sales-tax powers and proportionate share of local property-tax
revenues.
PROPOSITION 66
Amends the government’s three-strikes law to require increased
sentences only when a current conviction is for a specified violent
and/or serious felony.
PROPOSITION 67
Provides funds for emergency personnel training and equipment,
reimbursement for uncompensated emergency physician care and
community clinic care, emergency telephone system improvements and to
hospitals for emergency services.
PROPOSITION 68
Authorizes the governor to renegotiate state agreements with
tribes to require that they pay 25% of gaming-device revenues to a
government fund, comply with multiple state laws and accept state
court jurisdiction.
PROPOSITION 69
Requires the collection of DNA samples from all felons and from
adults and juveniles arrested for or charged with specific crimes for
submission to a state DNA database.
PROPOSITION 70
Requires the governor to offer renewable 99-year gaming contracts
to federally recognized Indian tribes providing: exclusive gaming
rights on Indian land; no limits to the number of machines,
facilities, or types of games; contribution to a state fund of a
portion of tribal-gaming income; off-reservation environmental impact
reports; public notice/comment opportunities before significant
expansion or construction of gaming facilities.
PROPOSITION 71
Establishes a fund for and a constitutional right to conduct
stem-cell research but prohibits the funding of human cloning.
PROPOSITION 72
Will prevent the implementation of Chapter 673, Statutes of 2003,
a bill previously approved by the legislature and governor. That bill
states that healthcare must be provided by employers of 20 or more
employees.
