Here are some of the issues the commission will discuss Monday.

HOUSE APPEAL

The commission will consider an appeal from resident Lori McDonald

on a project approved by the zoning administrator. The project, for

281 Walnut St., is for the construction of a new two-story house with

a detached granny unit to be built over a garage.

McDonald is appealing the project for reasons including what she

says is its invasion of the privacy of her property across the

street.

WHAT TO EXPECT

Planning staff members recommend upholding the project’s approval

mainly because it meets or exceeds all relevant parts of the city’s

zoning code for residential development. Staff also recommends

approval because the only method of eliminating the project’s

negative effect on McDonald’s property is to take out windows on the

front of the house, which would create an austere facade.

BUSINESS CHANGE

The commission will consider a request from Daniel Carlton,

representing the property owner Carl Reinhart of El Camino Partners

for a change in his permit to discontinue a car wash and gasoline

sales at 1045 El Camino Drive and become solely an auto repair

facility.

This item was continued from the June 28 commission meeting so the

property owners could attend a study session before the commission

heard their request.

WHAT TO EXPECT

Planning staff members recommend approving the change with an

added requirement limiting hours of operation to 8 a.m. to 6 p.m.

Monday through Friday and 8 a.m. to 2 p.m. Saturday. They also

recommend changing one of the requirements to say that detailing work

on the property is not allowed.
