These are some of the items the Huntington Beach City Council will
consider at its next meeting.
CONDO CONVERSIONS
The council will consider the final adoption of a zoning amendment
allowing residents who bought condominiums that were converted into
apartments without proper permits to clear up their titles.
The amendment -- as proposed -- waives several permit fees, but
requires residents to pay as much as $20,000 into a special
affordable housing fund. Residents won’t be responsible for paying
the fees until after they’ve sold their condos.
WHAT TO EXPECT
The council has already approved the ordinance twice before in 6-0
votes, with Councilwoman Pam Houchen abstaining.
This won’t be the last opportunity for condo owners to oppose the
affordable housing fees. The actual fee amount, being determined by
a consulting firm, will have to be approved by a majority vote of the
council. That vote is expected some time in August.
BAN ON CELLPHONE NOISE
The council will consider banning the ringing or emitting of noise
from cellphones at the city’s libraries. City Atty. Jennifer McGrath
said the goal of the new ordinance is to encourage library-goers to
turn their cellphones to vibrate, or turn them off, when in the
public buildings.
WHAT TO EXPECT
The item is on the consent agenda so it stands a good chance of
passing. Librarians in the city said the phones are distracting while
others are trying to work in the library.
BOLSA CHICA SUPPORT
Councilwoman Connie Boardman is asking the council to take an
official stand in favor of the acquisition of the lower portion of
the Bolsa Chica from Hearthside Homes. The resolution also specifies
that any action taken by the California Coastal Commission related to
development on the upper portion be consistent with the California
Coastal Act.
WHAT TO EXPECT
The acquisition of the Bolsa Chica is also supported by
Councilwoman Debbie Cook and will likely be approved by the council.
The Coastal Commission will rule on the project at its August
meeting.
