Here are some of the items the City Council discussed Monday night.

TALBERT LAKE RECHARGE

The council approved the use of more than $2.3 million in

state-grant funds to restore Talbert Lake. When the project is

completed, between 3 and 5 million gallons of urban runoff from the

East Garden Grove Wintersburg Channel will run through purifying

devices each day into a 15-acre treatment area in Central Park. After

restoration is complete, the purified water will be used to refill

the lake. Councilman Gil Coerper and Councilwomen Jill Hardy and Pam

Julien Houchen were absent.

WHAT IT MEANS

Full restoration is still five or six years away, project engineer

Dave Webb of the City’s Public Works Department said. The department

also plans to apply for $465,000 in matching funds from the Southern

California Wetlands Recovery Project to help revive the lake that has

been empty for 15 years.

BOLSA CHICA SUPPORT

The council approved an ordinance brought forth by Councilwoman

Connie Boardman asking the council to take an official stand in favor

of the acquisition of the lower portion of the Bolsa Chica Mesa from

Hearthside Homes. The resolution also urged that any action taken by

the California Coastal Commission related to development on the upper

portion be consistent with the California Coastal Act. Councilman Gil

Coerper and Councilwomen Jill Hardy and Pam Houchen were absent.

WHAT IT MEANS

The council’s recommendation is a mostly symbolic move to convey

support for the acquisition. Development of the upper mesa is set to

go before the California Coastal Commission on Aug. 12. Commission

staff members are recommending the denial of an application by

Hearthside Homes to build on the upper mesa.
