Here are some of the issues the council will consider tonight.

FRANCHISE AWARD

The council will consider awarding a non-exclusive, solid waste

franchise to Direct Disposal Inc.

City crews collect about 75% of all residential solid waste, while

private haulers collect the rest of the residential waste and

commercial solid waste.

One of the ways city staff members have developed to manage solid

waste operations and comply with recycling requirements is by issuing

non-exclusive, solid-waste franchises to solid-waste haulers who

apply to operate in the city. The franchise requires a fee in the

amount of 16% of the franchise’s gross monthly revenue to be paid to

the city.

There are 20 solid-waste franchises operating under separate

agreements to collect and transport solid waste generated within the

city.

WHAT TO EXPECT

Staff members recommend granting the franchise.

FOURTH OF JULY POLICE OPERATIONS

The council will review a report analyzing police operations on

July 4 and watch a video recapping the day’s events. The crowd this

year was smaller than expected. Although arrests were down from two

years ago, 114 arrests were made, up 10% from last year. Many of the

arrests were for assaults.

The changes made in 2003 -- which included designating the area

bordered by Coast Highway, Newport Boulevard, 32nd Street, the ocean

and 54th Street as a “safety enhancement zone” where fines for city

code violations were tripled -- had a positive effect on the police

department’s ability to keep the West Newport community safe this

year, according to the staff report written by Lt. John Klein.

WHAT TO EXPECT

The council will provide direction to staff members on any

potential changes for next year’s Fourth of July celebration.
