Here are a few of the issues the council will consider tonight.

RESTAURANT APPEAL

Councilwoman Libby Cowan is appealing the Planning Commission

denial of a permit to allow a restaurant with a bar and nightclub at

2831 Bristol St. to serve alcoholic beverages after 11 p.m., allow

live entertainment and dancing within 200 feet of residences and use

2801 Bristol St. for off-site parking. The applicant is Stan Sax,

representing John Saunders and Doug Morehead.

The Planning Commission denied the permit in September because

commissioners were concerned patrons of the restaurant and its

amenities would be too noisy when they were in the parking area,

thereby disrupting nearby residents. The Police Department also

worried that the proposed use could create an increase in calls for

police services for issues like noise, loitering and security

problems.

WHAT TO EXPECT

It doesn’t look encouraging for the permit to be approved, as

precedents are not in the applicant’s favor.

The restaurant formerly occupying the building on the property had

to close at 11 p.m., and dancing and live entertainment were allowed.

Also, in 1984, the commission and the council denied a request for a

permit for a proposed restaurant and nightclub to have live

entertainment and dancing.

PACIFIC MEDICAL PLAZA

The council will consider a host of items to allow the conversion

of the El Nido and Snug Harbor trailer parks to a four-story medical

office building on Newport Blvd.

Among the items council members will consider are a general plan

amendment, an environmental report and a law rezoning the property.

In September, the Planning Commission approved the aforementioned

three items plus a master plan for construction of the building.

WHAT TO EXPECT

The council is expected to approve all the items.

OUTSIDE COUNSEL AGREEMENT

The council will consider an agreement with the law office of

Jones and Mayer, the firm the city will be outsourcing its legal work

to. Council members will also consider appointing Kimberly Hall

Barlow as the new city attorney as of Nov. 1.

WHAT TO EXPECT

The council is expected to approve both items, because it directed

staff members to negotiate a contract with Jones and Mayer at its

September meeting, when it decided to use an outside firm instead of

its in-house city attorney’s office.
