PERMIT PROCEDURES
The council will give final consideration to a law that would
replace the modifications committee with a zoning administrator. The
committee has authority over small zoning-code issues.
The zoning administrator will be a Planning Department staff
member appointed by the planning director. The intent of the change
is to improve communication between the city departments and enhance
decision making, council members said.
WHAT TO EXPECT
Because this item is on the consent calendar, it will likely be
approved.
PARK RANGER POWER
The council will give final consideration to a law giving park
rangers the authority to enforce permits for parks and other city
facilities. For years, residents and youth-sports teams have bought
permits to reserve picnic shelters and park areas, but there has been
no way to enforce them if someone without a permit shows up first.
WHAT TO EXPECT
It will likely be approved.
LOAN INCREASE
The council will consider increasing the amount of a loan to the
developer of the Lower Bayview Landing affordable-senior-housing
project by $250,000 to cover the jump in construction costs that has
occurred during the time the Coastal Commission was reviewing the
project and a lawsuit was filed over it. The project site is on
Jamboree Road near East Coast Highway, not far from the Newport
Dunes.
The Irvine Co., which owns the land, has agreed to increase its
contribution to the project by $250,000 and wants the city to do the
same.
WHAT TO EXPECT
This item will likely be approved without discussion.
CONVERSION REVIEW
The council will review a Planning Commission approval of a
condominium conversion of an apartment building at Bayside Drive and
Marguerite Avenue.
Maclovio Espinoza wants to convert a seven-unit apartment building
to condominiums. His project complies with condominium-conversion
standards.
WHAT TO EXPECT
Staff members recommend upholding the planning commission’s
approval.
NEW PARK NAME
The council will choose a name for the park located above the
Lower Bayview Landing affordable-senior-housing project at the corner
of Jamboree Road and East Coast Highway. The city received 129 ideas
for names. The Parks, Beaches and Recreation Commission whittled
those down to four: Back Bay View Park, Jamboree Bluff Park, Rim of
the Bay Park and Upper Bayview Park.
WHAT TO EXPECT
The park site will get a name. The park will be ready in October
2005.
