Here are some of the items the Huntington Beach City Council approved

at Monday’s meeting:

ALCALA DRIVE 7-0

The Huntington Beach Police Department approved changing a local

street after a detective discovered it bore the same name as an

alleged serial killer, Rodney Alcala, twice convicted of murdering

12-year-old Robin Samsoe in 1979.

WHAT IT MEANS

The new street will be called Veleta Drive. Since none of the

homes on the street have been occupied, the name change was

relatively simple. As for Alcala, he is awaiting his third trial for

murdering Samsoe and several other female victims in Los Angeles

County.

MASSAGE

ESTABLISHMENTS 7-0

The council passed a resolution drafted by the Huntington Beach

Police Department dealing with the regulation of businesses that

offer massages. Police Chief Ken Small said the ordinance was a

collaboration between detectives and massage industry professionals.

WHAT IT MEANS

The new ordinance deals with how massage permits are issued, what

type of certification is needed for different types of massage and

some facility requirements dealing with lighting, signage and other

issues. A copy of the ordinance is available at City Hall.

SPEED LIMITS 7-0

At the request of the Huntington Beach Police Department, the city

council voted to change the speed limits on several city streets. The

speed limits reflect the actual speeds the people are driving,

traffic engineers said.

WHAT IT MEANS

The following streets will be changed: Atlanta Avenue, from

Newland Street to Magnolia Street, will increase from 40 to 45 mph;

Atlanta Avenue, from Magnolia Street to Brookhurst Street, will

increase from 40 to 45 mph; Garfield Avenue, from Goldenwest Street

to Main Street, will increase from 40 to 45 mph; Talbert Avenue, from

Gothard Street to Beach Boulevard, will increase from 40 to 45 mph;

and Yorktown Avenue, from Beach Boulevard to Newland Street, will

increase from 35 to 40 mph.
