Here are a few items the council considered Tuesday.

SEEPAGE STUDY

The city will learn the source of unwanted runoff that flows from

Buck Gully, Morning Canyon and Pelican Point, once an Emeryville firm

studies an ongoing groundwater seepage problem. The council approved

an $89,842 contract with Todd Engineers to find out where the water

-- sometimes as much as 350 gallons a minute -- is coming from.

WHAT IT MEANS

Results from the study could be available by this fall. The city

will use the information in its program to reduce “nuisance flows” of

runoff.

CLERK’S RAISE

City Clerk LaVonne Harkless, who has worked for the city since

1996, will get her first raise since 2002. The council voted to give

her a 2% raise because a February performance evaluation was

successful.

WHAT IT MEANS

The clerk’s salary, $100,672, will increase by 2% as of the pay

period that began Monday.

SEMENIUK SLOUGH STUDY

The council approved a $20,000 contract with Noble Consultants of

Irvine to explore what’s in the Semeniuk Slough, a remnant of the

previous alignment of the Santa Ana River near Newport Shores. The

slough fills with silt and needs to be dredged, and the city wants to

find out how that can be done and, more importantly, who will pay for

it.

WHAT IT MEANS

The city may be able to partner with the U.S. Army Corps of

Engineers on the project and get it partially funded that way. The

study will explore that option.
