THE PUBLIC SPEAKS

During the public comment portion of the agenda, the following

persons addressed the Council:

*Tim McGary thanked the council for its grant to AIDS Services

Foundation.

*Former City Clerk Verna Rollinger had three items to share with

the council:

She thanked the body for opening the Employees Parking Lot to the

public on Saturdays for the Farmers Market; encouraged the Council to

reconsider setting limits on art-in-public places project adjacent to

Fire Station at City Hall, referring to the direction against

“inappropriate” art; and recommended the Council not to use sign-in

cards for public speakers from the public or a light system in place

of rather than the timer currently in use.

TRUCKS ON THIRD STREET 5-0

The council approved on second reading an ordinance amendment that

sets a 5-ton weight limit for vehicles traveling on the Third Street

Hill.

WHAT IT MEANS

The amendment will go into effect 30 days from council approval.

New regulatory signs will be posted at the upper and lower ends of

the hill.

CITY MANAGER’S SEVERANCE PAY 5-0

The City Council extended City Manager Ken Frank’s severance pay

from Oct., 1, 2007 to Oct. 1, 2009.

WHAT IT MEANS

Frank’s contract provides for severance pay equal to two weeks’

salary per year of service. However, the number of years that Frank

could collect for severance pay would have ended in 2007. The

extension gives the Frank the same rights he had when the contract

was last amended more than two years ago. The severance only applies

if he is discharged without cause.

“This does not add to the compensation the city manager receives,”

Mayor Elizabeth Pearson-Schneider said.

SNAPSHOT:

“It would not be considered, because the mermaid isn’t wearing a

blouse,” said former City Clerk Rollinger of an old city seal,

referring to guidelines for a sculpture contest for the corner of

Forest Avenue near Fire Station No. 1.
