ORANGE COUNTY VECTOR CONTROL

The council passed a nonbinding resolution introduced by City

Councilman Gil Coerper condemning a proposal put forward by

Assemblyman Chuck DeVore to restructure the Orange County Vector

Control Board of Directors. Currently, each city in Orange County is

represented on the board, but DeVore’s proposal would reduce the

group to seven, with two appointed by the Board of Supervisors and

five chosen by a selection committee.

WHAT IT MEANS

Councilwomen Jill Hardy and Debbie Cook voted against the

proposal, arguing that it’s too early to weigh in on the issue

because the bill is still being discussed at the committee level.

The nonbinding resolution will be forwarded to DeVore and

Assemblyman Tom Harman.

TIME SHARES

The council approved the final reading of a plan brought forward

by the Robert Mayer Corporation to allow timeshares to be built at

the Pacific City development and a new hotel proposed to be built by

the Waterfront Hilton. Cook voted against the proposal, arguing that

it violated the provisions of the California Coastal Act regarding

room availability to the public. Dave Sullivan also voted against the

proposal.

WHAT IT MEANS

The time share proposal will now go before the Coastal Commission

for final approval.

BINGO RULES CHANGE

Cook asked the council to approve the second reading on a new law

regulating the game of bingo. The Huntington Beach Elk’s Lodge

prompted the change in the code, which is not in alignment with state

law. The city law hasn’t been updated since 1993. Sullivan voted

against the proposal.

WHAT IT MEANS

Under the law, charity groups can spend $1,000 of the game’s

proceeds to cover administrative costs such as rental of property,

purchase of equipment, and personnel. The new law allows bingo games

to allocate $2,000. Sullivan wanted charity groups to justify the

cost increase by providing financial statements, but Cook didn’t go

for it.
