The following is from the July 5 City Council meeting.

BLUEBIRD CANYON CONCERTS

Lynn Giles asked what happened to the council’s direction to the

Arts Commission to seek a way to reduce the number of concerts at

Bluebird Park from eight to six. Seven have been scheduled. City Arts

Manager Sian Poeschl said the commission could not find acceptable

venues for two concerts, so it elected to just cut out one park

concert as a compromise.

Councilwoman Jane Egly said the commission would look at other

sites for the 2006 concerts.

FINANCES

* The council approved general warrants and paychecks written on

June 17 in the amount of $1,786,780.08 by a vote of 5-0.

* A $25,275 contract was awarded to Merit Civil Engineering to

provide surveying and design services for the Morningside Drive

street stabilization project, part of the upper Bluebird Canyon

street rehabilitation project.

* A $12,604 contract was awarded to AllStar Fire Equipment for a

Thermal Image Camera to be installed on Fire Department apparatus.

* The council accepted an $8,000 donation from the Wilber May

Foundation for the Police Department’s Drug and Alcohol Resistance

Education Program, taught in city schools.

LANDSLIDE

Resolution No. 05.068, declaring the landslide an emergency, was

extended. The resolution is valid for only 21 days and extensions

will be included on the consent calendar until slide issues are

resolved. The vote was 5-0.

BUS DEPOT PROJECT

The council moved ahead with Broadway Bus Depot Parking Bay

project by approving staff recommendations to:

* Increase the grant revenue for the Orange County Transportation

Authority Combined Transportation Funding grant and increase Transit

Fund revenue by $49,000 in Transportation Act funds available through

OCTA.

* Direct staff to submit a claim to OCTA for Transportation

Development Funds to match the city’s $49,000.

* Appropriate $144,000 from the grant fund and $49,000 from the

Transit Fund for the depot project.

* Award a $17,620 contract to Kabbara Engineering for the final

design of the project. The vote was 5-0.

SOUTH LAGUNA STREETSCAPE

The council amended a design contract with Willdan for South

Laguna streetscape improvements in the amount of $59,000 to provide

right-of-way services for the project. The project is partially

funded by federal money and must comply with federal regulations for

right-of-way acquisitions as easements to plant street trees, install

pedestrian lights and construction driveways and other improvements

on private property.

BARK PARK PARKING

About 30 parking meters will be added to Laguna Canyon Road in

front of the Bark Park. The vote was 5-0.

WHAT IT MEANS

The city code will be amended to include the meters, and the

Shoppers Permit Program will be modified to include those meters. The

addition will financially compensate somewhat for the bagging of

meters on Glenneyre Street, part of the study of the effect on

neighborhoods of no metered parking.

PTC RECOMMENDATIONS

The Parking, Traffic and Circulation Committee’s four

recommendations were voted on separately. All passed with a 5-0 vote.

* A vehicle code revision that would limit vehicle weights to

three tons on Cliff Drive was returned to the PTC with a

recommendation to review a police department report on the proposal.

* A speed bump in front of 811 Coast View Drive was approved.

* The council approved the installation of a no parking

restriction on the west side of Wendt Terrace from Park Avenue to 250

feet south of Park Avenue.

NEXT MEETING

The council will meet at 3:30 p.m., Tuesday, (July 19) in the City

Council Chambers, 505 Forest Ave., for an update on the Flamingo

Drive landslide and will reconvene at 6 p.m. for the regularly

scheduled meeting on the third Tuesday of the month.

Tentatively scheduled: essential medical services poll results,

City Hall Sculpture contest recommendation, decorative streetlights

in South Laguna and Adopt-a-Family campaign to assist people

displaced by the landslide.
