The City Council is scheduled to discuss the following items at its Monday meeting:

STORM DRAIN

City Council members are considering designating $400,000 from the Community Development Block Grant -- an annual allotment from the federal government -- to be spent on a storm drain for Michael Drive near the intersection of Slater Avenue and Beach Boulevard.

WHAT TO EXPECT

Allocation of the federal dollars is always a contentious issue, so there could be some debate about the large apportionment. Also, expect some comments from various nonprofit groups that receive some funding through the large block grant.

HOWARD JARVIS LAWSUITS

The city will introduce the second reading of an ordinance to cancel its appeals process for residents who were denied a tax refund under the lawsuit brought by the Howard Jarvis Taxpayers Assn., which found one of Huntington Beach’s property taxes to be illegal.

WHAT TO EXPECT

If the council approves the request, all future appeals will be handled by the Orange County Superior Court.

BEACH BOULEVARD

The council is being asked to adopt a resolution to extend the city’s deadline to complete the relocation of utility poles and wires along Beach Boulevard from Yorktown Avenue to Pacific Coast Highway. In 2000, the council passed a resolution requiring utility companies to place the wires underground.

WHAT TO EXPECT

The council will likely pass the resolution, which extends the relocation deadline from Dec. 30, 2003, to Dec. 30, 2009. The cost for placing the lines underground will be paid for by the utility companies.
