SEACLIFFE MOBILE HOME PARK

Before closing the Seacliffe Mobile Home Park, 890 W. 15th St., the city is required to show what, if any, negative effects the closing will have on the residents. A staff report has concluded the closing will have a negative effect and shows how the city could assist the residents in relocating.

WHAT TO EXPECT

The staff recommends the city assist residents with relocation.

MARINAPARK PLANS

Marinapark is a 7.7-acre city-owned property on the Balboa Peninsula between 15th and 18th streets that contains a mobile-home park, a Girl Scout house, tennis courts and a public beach.

The city hopes to convert the area into open space, shifting the land-use to nonresidential without requiring that housing units ? occupied by persons of low and moderate income ? be replaced.

WHAT TO EXPECT

The staff recommends the conversion of the property for nonresidential use.

TRANSPORTATION AUTHORITY

The Orange County Transportation Authority has been working toward renewing Measure M, which expires in 2011. The renewal proposes a 30-year extension for the half-cent sales tax for transportation.

In preparing this draft plan, the transportation authority has created a list of potential projects for inclusion in the proposed Measure M renewal. The city needs to give the transportation authority a list of projects it wants.

WHAT TO EXPECT

Staff recommends the council authorize the mayor to send a comment letter to the authority listing the local projects the city would like funded if Measure M is renewed by the voters.

BLOCK-GRANT FUNDS

Each year, the city of Newport Beach receives community development block-grant funds that are used to assist the city in meeting the affordable housing and community development needs of its residents, particularly those with low or moderate levels of income. As part of this year’s review, Councilwoman Leslie Daigle requested information on administration requirements and how the city administers this grant.

WHAT TO EXPECT

The staff recommends the council receive the report.
