How could this cute 12-week-old basset hound have become unwanted? Actually, Dixie’s rescue story is quite common and has to do with restrictions on her owner’s apartment lease.

Apartments often will allow pets in certain sections or on certain floors. Some complexes have been sold, and the new owner will not allow pets.
