Here are some items the council will consider Monday.

HOUSING ACTION PLAN

The City Council will hold a public hearing to consider a housing and urban development action plan for 2006-2007 proposed by staff and submit it to the U.S. Department of Housing and Urban Development.

WHAT TO EXPECT

Economic Development Director Stanley Smalewitz submitted the item for public hearing. The hearing is required by the housing department for the city to receive about $2.2 million in funds.

The funds help provide citywide services for low-income and moderate-income households. Among the programs the money pays for are affordable housing; help with down payments and closing costs; and the Huntington Beach Community Clinic. The item usually causes lively discussion among council members before being resolved.

MEASURE C FOR PROPOSED SENIOR CENTER

The council will approve language regarding the proposed senior center in Central Park, which will go before voters in November.

WHAT TO EXPECT

City Attorney Jennifer McGrath will be in charge of the language that council members will vote to put on the ballot as a Measure C vote. Council members voted 5-2 at the July 3 meeting to put the senior center issue onto the November ballot. People can comment on the language during the public comments section of the meeting.

TRAFFIC SIGNAL ON WARNER

The council is looking at entering into a lease agreement with the California State Lands Commission to install and maintain a traffic signal at the Bolsa Chica Interpretative Center on Warner Avenue. The commission owns a part of the center’s parking lot.

WHAT TO EXPECT

High traffic on Warner Avenue and Pacific Coast Highway prompted the construction of the traffic signal adjacent to the interpretative center as well as improved access to the center. The consent calendar item will likely be passed with Public Works Director Bob Beardsley in charge of executing the agreement.
