    . (Old World Village in Huntington Beach is the place to be for Oktoberfest 2006, continuing through Oct. 29. This traditional German celebration has taken place in Huntington Beach since 1978. The festivities include German bands from Europe, dancing, dachshund races, a parade, and German day.     The Huntington Beach International Surfing Museum will have its newest exhibit, SurFin’, a Direction of the Sport, the first exhibit of surfboard fins ever presented.     This annual Plein Air Painting Festival will be held daily through Sept. 16 in the Huntington Beach Arts Center. Bringing together local talents as well as the stunning views and vistas of Huntington Beach, all paintings are created outdoors in scenic locations throughout the city.     A two-hour walking tour of the Bolsa Chica mesa and wetlands is conducted from 10 a.m. to noon on the third Sunday of every month by the Bolsa Chica Land Trust.
