PUBLIC COMMENT

  • Top of the World resident Gene Felder asked the council to put a discussion of campaign spending limits on a future agenda. He said most people adhered to an old limit of $30,000, but the current $15,000 limit is so low, it is ignored by everyone.
  • CONSENT CALENDAR

[Editor’s note: Consent calendar items get approved in one motion unless a member of the council, staff or public “pull” the item, which then requires opening it to public comment and a separate vote.]

    Approved without comment:

  • The city treasurer’s monthly report on the city’s investment portfolio, which had a market value of $54,314,417.40, as of Aug. 31.
  • General warrants and payroll of $7,528,168.60 from July 28-Oct. 24.
  • Resolution extending the Bluebird Canyon Emergency Declaration, which is valid for only 21 days and must be renewed.
  • A contract not to exceed $28,750 to Laguna Construction and Builder to re-side Fire Station Three at Top of the World.
  • An $86,000 purchase of 12 mobile column lifts from Peterson Hydrolics. The lifts will facilitate heavy truck and equipment maintenance at the new corporation yard at Act V. Existing lifts are failing under the heavy workload and staff recommended buying new ones rather than repairing the old ones. The new lifts are portable and have no installation costs.
  • The purchase of five professional-grade tool boxes from Matco Tool Inc. at a cost of $23,970.
  • UNDERGROUND DISTRICT UNDERWAY

The City Council adopted by a vote of 5-0 resolutions declaring its intent to form an Underground Utility Assessment District to include Cerritos and Dunning drives, Rimrock, Upper Rimrock and Terrace Way and approving the preliminary engineer’s report. A public meeting to receive comments on the report is tentatively scheduled for the Oct. 17 council meeting. The final report is tentatively scheduled to be approved by the council at the Nov. 21. Property owners in the district will be mailed ballots.

    WHAT IT MEANS

The assessment district must be approved by a simple majority of property owners or the plan will be abandoned and the city will be responsible for costs to date.

    COMMITTEE APPOINTMENTS

Oakley Frost and Sally Rapuano were appointed by acclamation to serve on the city’s Housing and Human Services Committee. They were the only applicants for the two open seats on the committee.

Jane Hall, Thomas Osborne and Susan Wilson were appointed to the three open seats on Environmental Committee.

All appointments were for terms through Nov. 1, 2008.

    2007 SCHEDULE

The City Council unanimously approved 23 regular meetings, usually held on the first and third Tuesdays of the month, and five special sessions for 2007.

    Regular meetings were scheduled for Jan. 16 and 30, Feb. 6 and 13, March 6 and 20, April 3 and 17, May 1 and 15, June 5 and 19, July 10 and 17, Aug. 7, Sept. 4 and 18, Oct. 2 and 16, Nov. 6 and 20, and Dec. 4 and 11.
