Employees at two Laguna Beach establishments were issued citations on suspicion of furnishing alcohol to a minor during a Dec. 2 decoy operation conducted by police, Chief Michael Sellers announced.

The operation included the use of a 17-year-old as a decoy who attempted to purchase alcohol at 18 businesses in the city. Employees of 16 of the businesses checked the identification of the decoy and did not sell alcohol to the decoy.

Citations were issued to an employee at Mosun, 680 So. Coast Highway; and to an employee at Splash restaurant at the Surf & Sand Hotel, 1555 So. Coast Highway.

It is illegal in California to furnish any person under the age of 21 with an alcoholic beverage. It is also illegal for any person under the age of 21 to possess any type of alcoholic beverage.

Personnel costs associated with the Alcohol Decoy Buy Program are completely refundable by a grant the Laguna Beach Police Department has received from Alcoholic Beverage Control.
