The City Council will meet at 4 p.m. in a special closed session in Conference Room A at City Hall, 505 Forest Ave. to consider labor negotiations, existing litigation and a possible property acquisition; and at 6 p.m. for a regular public meeting in the Council Chambers at City Hall, 505 Forest Ave.
