Here are some items the council will consider Tuesday.

CONDO MORATORIUM

It’s been nearly a year since the council adopted new residential and mixed-use zoning intended to spur redevelopment on the Westside, but a slump in the housing market has slowed new projects. Now, some city officials worry that industrial condo conversions — when an industrial park splits up multiple units and sells them individually — could make it tougher to redevelop those properties into residential projects.

Councilwoman Linda Dixon asked that the council consider a moratorium on industrial condo conversions while city staff members look at their effects and consider new standards. The moratorium would last 45 days but could be extended to a total of two years.

WHAT TO EXPECT

Council members want to see a shift toward more residential development on the Westside. But some of them heavily touted their approach with the 2006 rezoning as market-driven, so it’s unclear if they will think it’s appropriate to step in now and stop condo conversions, which also are dictated by the real estate market.

SENIOR CENTER BOARD

The council typically appoints two members to the board of directors of the Costa Mesa Senior Corp., which operates the city’s senior center, and a council member serves as a nonvoting liaison to the board. But there’s no written policy explaining how the appointments are made or how long the terms are.

A proposed new policy would specify that the council appointees serve for two years and will happen along with appointments to other city committees, generally in April.

WHAT TO EXPECT

The council probably will agree to the clarification of policy.
