Newport Beach attorney and former congressional candidate Steve Young has filed papers to run for Newport Beach City Council this fall, according to public records.

Young filed papers on Thursday showing he intends to run for outgoing Councilman Don Webb’s District 3 seat in November. Webb is being forced out due to term limits.

Young will do battle with political veteran Ed Reno in November for the vacant seat.

An avowed fiscal conservative, Reno declared his candidacy in December flanked by Orange County Republican Chairman Scott Baugh and several members of the Newport Beach City Council.

Active in the Orange County Democratic Party, Young served as a delegate for Barack Obama at the 2008 Democratic Convention in Denver.

Young ran unsuccessfully for Congress in the 48th District three times, once against victor John Campbell and immigration activist Jim Gilchrist in a special election in 2005, and again against incumbent Campbell in 2006.

Young garnered 28% of the vote to finish second to Campbell’s 44.7% in 2005. Campbell beat him again in 2006 with 60% of the vote to Young’s 32.7%.

He lost to Campbell a third time in 2008 with 40% of the vote to Campbell’s 55%.
