Mensinger, Costa Mesa’s mayor, is running for reelection to serve another four-year term.
Mansoor, a former state assemblyman, is running again for the council after last serving from 2002 to 2010.
Ramos, an Eastside resident, last ran in 2014, placing fourth in a field of eight candidates.
